We talked briefly with Senator Manchin on this matter, and think he has the right idea on this. It should if the Filibuster is a thing, it should be hard, and it should be large, and anger enough people to have political consequences. Instead it isn’t really tracked. The talking filibuster is that- though this article provides some frame work.
It also might do to give each Senator a maximum lifetime number of filibusters. What ever it is- more than a couple a year is too much, and amounts to setting bill thresholds at 60%, which doesn’t get much done.
