Trump Impeachment is Very Different than the Clinton Impeachment
Trump is not being criminally investigated by the United States Attorney in New York or Washington D.C.. Clinton was investigated criminally and charged criminally by an Independent counsel United States Attorney which happened before Clinton was impeached. The entire basis for the Clinton impeachment was the criminal investigation and criminal indictment of President Bill Clinton. All subpoenas for documents and witnesses were issued by U.S. Attorneys Ken Starr and Robert Ray during criminal investigations at this time or just preceding his impeachment. All the subpoenas were signed by federal judges in the U.S. District Courts. Unlike President Trump, during impeachment President Clinton voluntarily turned over all requested documents without subpoenas., 13,000 of them that were requested by the U.S. House Judiciary Committee.
In the Trump impeachment there are no previous or ongoing criminal investigation of Trump, himself by the U.S. Attorney. The U. S. House of Representatives Judiciary Committee must gather all evidence and get all witnesses to testify by civil process, using civil subpoenas issued by the House Judiciary Committee to the Trump white house. In a major tactical mistake, the House Judiciary Committee failed to get U.S. District Court Judges to sign the subpoenas and add the seal of the U.S. District Court. As a result of this error the defendant Trump and his staff in the executive branch, the National Security Council, and the Department of Defense are not forced to obey the House Judiciary Subpoenas. Trump is taking advantage of the Judiciary Committee mistake of not having the U.S. Judges sign the subpoenas.
